KOTA KINABALU: Sabah UMNO Election Director Jeffery Nor Mohamed is of the opinion that the delays in executing projects in the state are not solely attributed to land issues and project costs.
He pointed out that long-standing bureaucratic practices within the state government’s administration also contribute to these delays.
“The question is whether the state administration is willing to accept a significant amount of federal funding without implementing efficient governance and ensuring that staffing levels meet current needs,” he stated in a statement today.
Jeffery, who is also the Putatan UMNO chief, emphasised that land acquisition and project valuation should not be the main obstacles hindering project execution.
“Land issues are subjective rather than objective. If we understand the primary needs of a project, the welfare of the people should take precedence in overcoming bureaucratic hurdles within the state administration,” he remarked.
He noted that current project valuations indicate a need for a mutually beneficial communication approach.
“The delays occur because our administrators lack the prioritisation of the needs of the people of Sabah. Projects for the public must be initiated, and additional costs should be negotiated between both parties (federal and state) in a win-win situation,” he added.
In this context, Jeffery asserted that the establishment of relevant positions and the appointment of staff must be expedited.
“For instance, in the state’s Public Works Department, the immediate recruitment of additional professional and semi-professional positions is essential, as many project allocations cannot be executed within the designated timelines.
“We cannot continuously promise the people with excuses that are deemed unreasonable.
“Issues related to water, electricity, and roads can be resolved within a significant timeframe if we prioritise these matters,” he conclude
