A police report against members of the Dubai Plan movement was made by Carl Mosoom, the Political Secretary to Penampang Member of Parliament Datuk Ewon Benedick, on January 8.
The police report was to investigate the alleged concerted effort by several opposition members of Parliament to overthrow the Madani Malaysia government led by the Right Honourable Prime Minister Datuk Seri Anwar Ibrahim.
He said the revelation was made by a blogger known as Raja Petra Kamaruddin, who claimed that there was a serious movement among some opposition members of Parliament to topple the government.
The “Dubai Plan” movement was clearly an irresponsible act that not only undermines the parliamentary democratic system but is also futile due to the existence of the Anti-Party-Hopping Act, which prohibited any attempt to change the Prime Minister and the government midway through the administration, he stated.
“I believe that this movement was initiated by several Members of Parliament, including opposition leaders who are irresponsible. Their actions can harm parliamentary democracy, create unrest, and cause public unease,” he stated.
These attempts to create political instability that can threaten national security must be thwarted.
“Therefore, I have requested the Royal Malaysia Police to investigate this movement, which blatantly contradicts Section 124B and Section 124C of the Penal Code.”
Under Section 124B of the Penal Code, it is a criminal offence to commit an activity detrimental to parliamentary democracy by any means, directly or indirectly. The offence is punishable with imprisonment for a term which may extend to twenty years, while Section 124C of the Penal Code reads, “Whoever attempts to commit an activity detrimental to parliamentary democracy or does any act preparatory thereto shall be punished with imprisonment for a term which may extend to fifteen years.”
“Therefore, for those who remain stubborn, it is necessary to remind them that existing laws may be used to punish them,” he stressed.
