Time for the Sabah govt to introduce a clearer structure of governance – Salleh

KOTA KINABALU: Former Sabah Chief Minister Datuk Seri Dr Salleh Said Keruak opined that it is time to introduce a clearer structure of governance in the state administration.

He said this involves three levels of administration, namely the state government, local authorities, and a new third level – Kerajaan Desa. 

Salleh said this village-level government would empower the people at the grassroots to take part directly in shaping their future.

“That’s why I proposed in the State Assembly the creation of Kerajaan Desa — a village government whose chairperson and committee members are elected by the villagers themselves.

“Under this system, these leaders will no longer be appointed by politicians. They will be chosen by the people, for the people — restoring trust and ownership at the village level,” he said in his latest Facebook post.

In Sabah, Salleh said village leadership has long been tied to politics. 

“Village Development and Security Committees (JKKK) are typically appointed by the ADUN or the ruling party. 

“As a result, whenever the government changes, the village committee often changes too,” he said.

According to him, this practice creates real problems where village leaders are seen as political appointees rather than community representatives. 

“Development efforts get disrupted, and villagers who support the opposition may feel excluded or neglected,” he said.

As such, the Usukan assemblyman suggested a new state enactment be introduced to give Kerajaan Desa a clear legal mandate. 

“It will operate uniformly across Sabah with proper structure and defined responsibilities,” he added.

Salleh said each Kerajaan Desa will be responsible for planning and implementing small development projects — such as road repairs, clean water supply, building community halls, or supporting local livelihoods.

The state government will provide yearly allocations based on development plans prepared by each village together with their elected committee, he said.

He said all other village-level committees established by federal agencies or ministries must work within the Kerajaan Desa framework.

“This ensures coordination, avoids duplication, and respects the mandate of the community-elected body.

“The elected Kerajaan Desa will work closely with all ADUNs, regardless of political affiliation, to ensure inclusive and smooth development for all villages,” he said.

Salleh stressed that stable and trusted village leadership can ensure continuity, reduce political tension, and create a greater sense of unity and transparency — no matter which party governs.

“Let us return power to where it belongs — the people. Kerajaan Desa is a meaningful step toward a more democratic, inclusive, and people-driven Sabah,” he added.
