KOTA KINABALU: The National Transport Policy (NTP) 2019-2030 is a strategic framework designed to transform Malaysia’s transport sector into a globally competitive, sustainable, and efficient system. For Sabah, a state with unique geographical and economic challenges, the NTP offers a blueprint for overcoming logistical hurdles, enhancing connectivity, and fostering trade growth. Central to the realisation of these objectives is the Sabah Logistics Council (SLC), a pivotal body tasked with uniting stakeholders under one roof to address challenges and implement solutions. Together, the NTP and SLC form a dynamic partnership that is shaping Sabah’s economic infrastructure and driving its development forward.
Objectives of the National Transport Policy in Sabah
The NTP outlines five strategic thrusts aimed at building a seamless, safe, and sustainable transport ecosystem. For Sabah, these objectives are tailored to its specific needs, ensuring that the state’s transport and trade facilitation align with the nation’s broader goals. A key priority is improving governance and coordination, a challenge in a state where federal and state policies must be harmonised.
The establishment of platforms like the National Transport Council allows Sabah to align its transport strategies with federal policies while addressing local needs.

- Strengthening Governance to Create a Conducive Transport Ecosystem
- Optimizing, Building, and Maintaining the Use of Transport Infrastructure, Services, and Networks
- Enhancing Safety, Security, and Resilience of the Transport System
- Enhancing the Transport System’s Environmental Sustainability
- Leveraging Technology to Improve Productivity and Competitiveness
This is very much within the context of the roles and functions of Sabah Logistics council.
Infrastructure development forms the backbone of the NTP. For Sabah, this means upgrading its transport networks, particularly the Sapangar Bay Container Port, which is positioned as a regional transshipment hub. Enhancing road connectivity between industrial zones, ports, and rural areas is critical to fostering economic inclusivity.
Furthermore, exploring intermodal transport solutions, such as integrating road, rail, and air links, would significantly improve the movement of goods within and beyond the state.
Digital transformation is another cornerstone of the NTP. In Sabah, this involves implementing systems like the National Single Window to digitize customs processes and streamline trade documentation. Real-time data sharing platforms would enhance supply chain visibility, allowing stakeholders to monitor and optimize cargo movement.
Such innovations are vital for Sabah to remain competitive in an increasingly digitized global trade environment.
Sustainability is also at the heart of the NTP. Sabah’s adoption of green logistics solutions, such as renewable energy-powered port operations and electric vehicles for delivery services, aligns with global environmental standards. Promoting eco-friendly packaging and waste reduction in logistics further supports Sabah’s reputation as an environmentally conscious player in global trade.
Lastly, capacity building is essential for sustaining the state’s logistics development. Training programs focused on modern logistics practices, digital tools, and compliance with international standards would equip Sabah’s workforce to meet the demands of a growing trade environment.
